However, Fitch has highlighted several potential obstacles that Bally’s may face in Chicago, including the saturated gaming market, higher-than-average gaming tax, and the typical ramp-up associated with new casino projects.
Rising Financial Pressure and Funding Challenges
Since securing the casino license in the city in 2022, Bally’s has been grappling with financial pressures due to its lower credit ratings. This has resulted in higher borrowing costs, making it more expensive for the company to secure funding for its ambitious projects.
In 2024, Bally’s obtained $940 million in private financing, but its plan to raise an additional $250 million through an initial public offering aimed at women and minority investors is facing delays pending approval from the U.S. Securities and Exchange Commission.
To address these challenges, Bally’s has begun selling $195 million in private shares while continuing efforts to revive its minority investment initiative, which is a requirement as part of its agreement with the city. However, the initiative has faced legal challenges from conservative-backed plaintiffs who argue that it discriminates against white male investors.
Future Outlook and Potential Resolutions
Fitch suggests that Bally’s could regain a more favorable credit rating if it resolves the funding commitments in Chicago and meets other financial benchmarks. The city is relying on the casino to generate essential tax revenue for Chicago’s police and fire pension funds.
Despite the challenges, Bally’s remains a significant player in Illinois’ gaming industry. Last week, the company celebrated a milestone by welcoming its two millionth visitor since opening its temporary casino at the historic Medinah Temple in 2023.
In February, Fitch Ratings assigned a junk rating to DraftKings, citing ongoing risks as a reason for the downgrade.
