Melco confirms 20-year license for Sri Lanka’s first casino
Melco International Development Ltd, a Hong Kong-listed company, has officially announced that it has been granted a license to operate a gaming venue in Sri Lanka for the next 20 years. This license, with effect from April 1, 2024, will be valid until April 1, 2044.

The company is currently in the process of developing the City of Dreams Sri Lanka casino, which is anticipated to open soon, possibly in the third quarter of this year. The operations of the casino will be managed by a dedicated unit of Melco Resorts, Bluehaven Services (Private) Ltd, a fully owned subsidiary of the company.
This project has involved an investment of $1 billion and was collaboratively built with John Keells Holdings Plc, a leading real estate developer in Sri Lanka. According to a filing by the company, “The Sri Lanka casino project is currently in progress and is expected to commence operations in the third quarter of 2025.”

Melco aims to enhance its global brand presence with the launch of the City of Dreams Sri Lanka casino. This initiative will enable the company to leverage its brand name in the region, promote local tourism, and capitalize on the commercial casino operation in emerging markets.
As stated by Melco, “The company will pursue a strategic, asset-light strategy for global expansion, actively seeking new opportunities in emerging gaming markets.” The City of Dreams Sri Lanka will be the country’s first integrated resort, offering 800 hotel rooms, diverse dining options, conference facilities, and more.

Melco will oversee the management of the top five floors of the hotel property under the Nuwa brand, its premier hospitality division, featuring 113 luxury rooms. The remaining 687 hotel rooms will be managed by a separate entity.
The company is optimistic that the introduction of the casino project will stimulate local economic growth in Sri Lanka, drawing parallels with similar developments in the region. Melco has also allocated $125 million specifically to ensure that the casino property meets international standards of excellence in casino gaming.
